LETTER: Missouri Amendment 4

Dear Editor,

On Tuesday, August 4, Missourians will vote on Amendment 4, a measure designed to establish a higher standard for changing our state constitution.

Altering a foundational governing document should require broad consensus. By comparison, the U.S. Constitution has been amended only 27 times in our nation’s history. In Missouri, however, more than 300 initiative petitions have been submitted since 2002—232 of them proposing constitutional amendments. Complex regulatory issues like sports betting and recreational marijuana (which alone added 22 pages to our constitution) do not belong in our foundational charter; they belong in state statute, where lawmakers can adjust them as needed.

Currently, a citizen initiative can amend the Missouri Constitution with a simple statewide majority of 50% plus one. Amendment 4 would require proposed constitutional amendments to earn majority approval in each of Missouri’s eight congressional districts to pass.

Voting “Yes” on Amendment 4 ensures that rural communities across the state have a real voice in constitutional changes, preventing out-of-state special interests and concentrated urban vote totals from driving statewide policy.

I encourage every voter to read the full ballot text directly on the Missouri Secretary of State’s website or through your local county clerk’s office, rather than relying on political ad campaigns. A strong representative republic relies on an informed electorate.
